Campus Budget Update April 10, 2009

Appalachian State University Budget Update 4/10/09
MESSAGE FROM THE CHANCELLOR | APRIL 10, 2009

On the afternoon of April 9, 2009, we received the attached memo from the Office of State Budget and Management (OSBM) that provides guidelines for managing the General Fund (state funds) budget for the remainder of the fiscal year ending June 30, 2009. Our understanding is that these restrictions do not apply to contracts and grants, student activity funds, and auxiliary services. We know that many questions will arise from this memo. However, since state agencies (including the OSBM and UNC General Administration) are closed today, April 10, for the Good Friday holiday, and Appalachian State University is closed on Monday, April 13, and Tuesday, April 14, for the spring holidays, we will not be able to obtain and report answers to these questions until next week.

We anticipate many questions will be asked regarding hiring, purchase orders, travel, and other spending decisions. As information becomes available, we will update the campus community on these budget restrictions.

These are difficult times that present many challenges to our State and to our University. We thank you in advance for your cooperation and understanding as we work together to meet these challenges.
